I hear a version of the same story all the time down here: people who spent decades being the one everyone called, the one with the title, the one who couldn't take a real day off. Now they're not chasing any of that. They're just enjoying the next chapter. At that point, retirement isn't really about finding the cheapest place to live. It's about finding a place that fits the way you actually want to spend your time.

If you're picturing your next chapter someplace warmer, quieter, and closer to the water, Hilton Head Island and Bluffton, South Carolina show up on a lot of shortlists for good reason. But "the Lowcountry" isn't one place with one answer. Hilton Head and Bluffton solve different problems for different people relocating for retirement, and the right fit depends on what you're actually trying to get out of this next chapter.

I've lived in the South Carolina Lowcountry since December 1996, and as a local real estate broker I've spent years helping people relocating from the Northeast and Mid-Atlantic compare Hilton Head Island and Bluffton.

Is Hilton Head or Bluffton Better for Retirement?

In simple terms: Hilton Head is usually the better fit if you want the beach and resort lifestyle to be central to everyday life. Bluffton is often the better fit if you want more neighborhood variety, more space, and easier access to the mainland and Savannah.

Neither one is objectively "better." They're different environments.

Hilton Head Island is the beach-oriented choice. It's resort-style living, walking and biking paths, golf courses built into the landscape, and a built-in visitor economy that means restaurants, entertainment, and services stay busy well beyond a typical small-town calendar. It suits buyers who want the ocean close by and don't mind the seasonal rhythm that comes with a resort destination.

Bluffton is the mainland alternative, along the May River and spread across a mix of historic old town charm and newer master-planned communities. It tends to appeal to relocating buyers who want more space or a wider range of housing choices, a more residential day-to-day environment, and easier access to Savannah, Georgia (about 30 to 40 minutes away depending on where you land) for its airport, hospital systems, and additional dining and culture.

A lot of people considering a move to the Lowcountry end up choosing based on a single question: do you want the beach to be part of your everyday lifestyle, or do you want more land, a quieter street, and a shorter drive to Savannah? That one preference tends to sort people faster than any amenity list.

What Does It Cost to Retire in Hilton Head or Bluffton?

The purchase price is only part of the equation. Depending on the community, home type, and amenities, your real cost of living here can be shaped just as much by HOA dues, homeowners and flood insurance, property taxes, ongoing maintenance, utilities, and how much you spend on the lifestyle you're choosing, whether that's a golf membership, a boat slip, or simply being near the things you use regularly. Two homes with similar purchase prices can have very different annual ownership costs once you factor in property taxes, insurance, HOA or regime fees, club memberships, flood coverage, and maintenance. Rather than quote a single number that won't hold up across the market, I'd rather walk you through actual comparisons for the communities and price points you're considering, and you can also see current figures on my Bluffton cost of living guide.

South Carolina Taxes and Retirement Income

South Carolina does not tax Social Security benefits and provides deductions that can reduce taxable retirement income for qualifying residents. Tax rules and deduction limits can change, so I recommend checking the current South Carolina Department of Revenue guidance and discussing your individual income mix with a CPA before making a relocation decision.

Healthcare Access

Healthcare access in southern Beaufort County is expanding. MUSC Health opened its Bluffton Medical Pavilion in 2026, Beaufort Memorial is building its Bluffton Community Hospital, and Novant Health is planning a new Bluffton medical center in addition to a facility on Hilton Head Island. Hilton Head also has an established hospital and a growing physician network. Even with these additions, some specialized care may still require a trip to Savannah or Charleston, so buyers with specific medical needs should identify the doctors, hospitals, and specialists they expect to use before choosing a community.

Climate, Flooding, and Insurance

Expect mild winters, hot and humid summers, and a hurricane season that runs June through November. Most people relocating here already know this going in, but it's worth planning for: flood zone awareness, homeowners and flood insurance costs, and a realistic sense of what a Lowcountry summer feels like if you haven't spent one here yet. If you've only visited Hilton Head or Bluffton in spring or fall, I strongly recommend spending some time here in July or August before deciding this is where you want to live year-round.

Housing and Community Choices

Both areas offer a wide range of single-family homes, from low-maintenance patio homes to larger properties on golf courses, marshfront, or near the water. Some communities are built around golf, others around boating access, tennis and pickleball, or simply walkability. If a homeowners association is involved, ask for the HOA financials and current dues before you fall in love with a property, since fees and rules vary significantly even between communities that look similar from the street (see my Bluffton HOA and transfer fee guide and Hilton Head HOA and transfer fee guide). Any lot improvements you're picturing, like a pool or a guest structure, are always subject to the lot, the governing documents, and architectural approval, not something to assume is automatically allowed.

Most buyers don't actually choose between Hilton Head and Bluffton. They ultimately choose between communities. Once you've narrowed the decision to one town or the other, the bigger question becomes which community fits you. Two neighborhoods only a few miles apart can differ dramatically in HOA structure, golf access, boating, gates, home styles, lot size, rental rules, amenities, and annual ownership cost. My Lowcountry relocation guide is a good starting point for sorting through the options.

Do You Want a 55+ Community?

Bluffton and nearby Hardeeville provide more options for buyers specifically seeking active-adult or 55+ communities. Hilton Head's appeal for future retirees is generally built around lifestyle communities rather than age-restricted neighborhoods. Plenty of buyers planning their next chapter choose both locations without wanting an age-restricted community at all. See my 55+ active adult communities guide for a closer look at the options.

Airport and Savannah Access

Bluffton generally offers easier access to Savannah/Hilton Head International Airport and I-95. Hilton Head has its own small airport for convenience, with Savannah's airport as the larger regional option for direct flights back to the Northeast or Mid-Atlantic. Either location keeps you within a reasonable drive of a major airport, which matters if you're planning to fly home often to see family.

Questions Retirees Ask About Hilton Head vs. Bluffton

Which is better for retirees, Hilton Head or Bluffton?

Neither is universally better. Hilton Head tends to suit people who prioritize beach access, biking, golf, and resort amenities, while Bluffton tends to suit those who prioritize neighborhood variety, more space, and proximity to Savannah.

Is Hilton Head more expensive than Bluffton?

Not always. Hilton Head often carries a higher premium for proximity to the beach and island lifestyle, but the actual cost depends heavily on the community, home type, insurance, HOA or regime fees, and amenities. Some Bluffton golf or luxury communities can cost considerably more to own than many Hilton Head neighborhoods.

Does South Carolina tax retirement income?

South Carolina does not tax Social Security. It does offer deductions that can reduce taxable retirement income for qualifying residents. Rules and limits can change, so verify your specific situation with a CPA or the South Carolina Department of Revenue.

How far is Bluffton from Savannah?

About 30 to 40 minutes, depending on where in Bluffton you're starting from, which puts Savannah's airport, hospital systems, and additional dining and culture within easy reach.

Is healthcare improving in the Hilton Head and Bluffton area?

Yes. MUSC Health, Beaufort Memorial, and Novant Health are all expanding facilities and specialty services across Hilton Head and Bluffton. Some specialized care may still require a trip to Savannah or Charleston, so it's worth confirming access to the specific specialists you need.

Are there 55+ communities on Hilton Head Island?

Hilton Head is popular with retirees, but most residential communities are not age-restricted. Buyers specifically looking for 55+ active-adult living will generally find more choices in Bluffton and nearby Hardeeville.
